Only partial reform of the asylum procedures and reception conditions?
The prospects for an agreement are better with regard to the second reform
package initiated in 2016.
This package aims at the (improved) harmonisation of
the asylum procedures and reception conditions in order to prevent secondary
migration. Plans therefore call for the replacement of the Asylum Procedure
Directive and the Qualification Directive by new regulations that would be
directly binding for the member states, as well as the modification of the
Reception Conditions Directive
