Expansion of childcare facilities
The ongoing expansion of childcare facilities has improved the compatibility of work
and family life.
Nonetheless, insufficient provision of full-day childcare and schooling as well
as disincentives in the tax system continue to create barriers for full-time employment that
mostly affect women (see below). Experience across OECD countries shows that a smaller
gender pay gap reduces poverty risks in households markedly (OECD, 2015a).
Indeed, at the household level, job loss and household reconstitutions are key triggers of poverty risk. If
both partners in a couple work, resulting poverty risks are reduced.
