Two factors play a role here.
Firstly, non-residential construction includes important
complementary investments for residential construction.
For example, when new housing is built it also requires
new infrastructure such as roads, pavements, water
and sewage, etc. (Dullien and Schieritz 2011).
All these components are included in the figures for non-
residential construction. Secondly, the weakness of
public investment was also a drag on non-residential
construction (Rietzler 2014).
