The Federal Ministry of Labor and Social Affairs is the leading ministry for corporate social
responsibility (CSR) within FRG.
In 2010, at the suggestion of the Ministry of Labor and Social
Affairs, the Federal Cabinet approved an Action Plan for CSR aimed at anchoring CSR more
firmly in enterprises and public bodies as well as small and medium-sized enterprises.
The Action Plan is based on recommendations of the National CSR Forum, which consists of 44
experts from business, unions, non-governmental organizations and academia. The multi-
stakeholder forum has advised the Labor Ministry since early 2009 on the development of a
national strategy. The National Action Plan for CSR takes into account the OECD Guidelines for
Multinational Enterprises, the UN Global Compact, UN Guiding Principles for Business and
Human Rights, the EU strategy for CSR and ILO Tripartite Declarations.
